Under the support of the Australian Government Department of Foreign Affairs and Trade through Water for Women Fund, East Meets West Foundation (EMWF) has launched the Community Led, Inclusive, Climate Resilient (CLICR) WASH project in 30 communes across 15 districts and 6 provinces in Cambodia from January 2023 to December 2024. One of the key objectives of this project is to enhance menstrual health and hygiene (MHH) for women and girls while promoting climate resilience.

In late July 2023, an inspiring event took place under the framework of the Community-Led Inclusive, Climate Resilient (CLICR) WASH Project, a pioneering initiative in Cambodia. Thrive Networks/East Meets West Foundation (EMWF) in Cambodia, in collaboration with partners, organized a refresher training aimed at strengthening the skills of female water operators and their technical staff, managers, and supporting teams. This learning note presents the case study of Chau Cuong, a commune in Quy Hop mountainous district, Nghe An province in our research on the opportunities and constraints for women’s empowerment in a donor funded WASH project implemented in 5 rural provinces of Vietnam. Focusing on the seven domains of the National Strategy for Gender Equality 2011-2020, the paper offers some implications for policy and practice for improving gender equality and women empowerment in rural Vietnam.

This report presents the results of verification of latrines and water connections completed in the WOBA Vietnam project as of 30 October 2021: EMW and CDC completed 7,871 verifications for HH’s newly built latrines; EMW and PCERWASS completed 3,437 verifications for HHs’ piped water connections; WUs in Nghe An, Ha Tinh and Ben Tre completed 156 customer satisfaction surveys (CSS) of HHs after they had been using piped water service for 3 to 6 months.

To help households understand how to manage and treat fecal sludge from septic tank properly, change improper habits and connect households with licensed private units, EMWF cooperated with the Ben Tre Women’s Union to organize training series to improve knowledge and skills for Women’s Union members from 14 clusters/communes on February 28-29th, 2022.

A Rapid Review of Financial Risks for Water and Sanitation Businesses in Cambodia

This review of prior studies on financial risks in supply market of WASH products and services was conducted to better understand financial risks issues generally in developing countries and specifically in Cambodia. The report synthesises issues identified in the review and document the risks that WASH businesses encounter along the supply chains, and factors associated with these financial risks in the WASH markets particularly in Cambodia. The results are used to develop a questionnaire to survey private sector WAS suppliers in the WOBA project.

The purpose of the Endline Evaluation is to assess the WOBA project using the OECD Development Assistance Committee (DAC) evaluation criteria including Relevance – Effectiveness – Efficiency – Impact - Sustainability. The theory of change defined for WOBA Vietnam has been used to define evaluation priority areas of inquiry which in turn links to the key evaluation questions. The priority areas of this Endline Evaluation are: 1. WASH services implemented using OBA focusing on the water component 2. Gender equality and social inclusion approach and outcomes 3.
